Quadelta Inc. is a veteran-owned small business with headquarters in Alexandria, Virginia. The company was incorporated in 1984 and has a successful history providing a broad range of technical and analytical support services to Department of Defense (DoD) and other Federal Agencies in the areas of acquisition program management, test and evaluation, systems engineering, technical research and analysis, and maritime and aviation safety. Our customers include several organizations under the auspices of the Office of the Undersecretary of Defense (OUSD), Acquisition, Technology and Logistics (AT&L), the Deputy Secretary of the Navy, Safety (DASN(S)), the Defense Information Systems Command (DISA), Joint Interoperability Test Command (JITC), and the Naval Surface Warfare Center, Carderock Division (NSWCCD). The Quadelta technical staff has extensive technology and management skills, coupled with Army, Navy, Air Force and Marine Corps operational and technical program experience. All technical staff personnel have a Bachelor of Science or Bachelor of Arts degree, and over half also have a Masters Degree in an engineering, scientific or technical management discipline. Many of the technical staff also have additional specialized technical education or training and participate in professional and technical association activities to maintain and enhance their skills. In addition to the permanent full-time staff, Quadelta maintains a cadre of consultants with experience and expertise in business management, research and development, safety and a variety of technical disciplines.

B2C Inc. is an 8(a), women owned, small business. B2C's primary business focus is in the areas of acquisition logistics and information technology. They provide technical and analytical solutions in the areas of information assurance, information assurance accreditation/certification; systems analysis, design, development, architectures, and engineering. They provide technical and analytical expertise in the areas of DoD acquisition for both major defense acquisition programs and major automated information systems programs in the areas of acquisition management, acquisition policy, procurement analysis, contract management, contract administration, cost analysis, cost & benefit analysis, risk analysis, and risk management. B2C customers include OUSD(AT&L), Defense Systems, Systems Engineering, the Defense Threat Reduction Agency, and the Defense Supply Center - Richmond.

EWA Services Inc. is a large business and a wholly owned subsidiary of EWA Inc. Founded in 1992 to provide cost competitive services to the DoD and other Federal Agencies. EWA Services primary focus is on test and evaluation support, information technology support, threat analysis, electronic warfare and management support services. EWA Services customers include the Joint Chiefs of Staff, the Assistant Secretary of Defense for Strategy Requirements, the Chief of Naval Operations and the Naval Air Systems Command. EWA's experience includes the design of test and evaluation strategies, development of critical issues, criteria and measures of effectiveness, operational test planning and the development of data collection methodologies and quality assurance plans. EWA has been a pioneer in paperless data collection architectures and the use of personal computers to support task orders.

Millennium Data Management, Inc. (MDM) is a woman owned small business. The company was founded in 1999, and is an S-Corporation, chartered in the State of Delaware. The company was founded for the specific goal of providing quality, innovative solutions and training to government agencies and private industry. MDM assists clients in meeting enterprise data management goals cost-effectively and efficiently, by increasing the value of corporate data assets. Millennium Data Management's focus has been to improve and standardize the status and practice of data management, while assisting data management practitioners to contribute their talents to their organizations. MDM clients include OUSD(AT&L), the U.S. Army Material Command, and several large defense contractors, including Lockheed Martin and General Dynamics.

Science and Technology Research Inc. (STR) is chartered under the laws of Pennsylvania as a tax-exempt, IRS 501(c)(3) corporation. STR's uniqueness and principal focus lies in its ability to assemble the professional skills and technologies needed to solve specific problems of direct concern to the customer. STR's staffing approach ensures an optimum skill mix tailored to meet the customer's program needs without force fitting the program to the in-house staff. STR qualifies as a non-profit research company. STR's business focus is in the areas of metrology, automated configuration status accounting, automatic test equipment, and process centered management. STR's primary customer is NAVAIR 3.9.2 the METCAL Program Manager. STR also has previous experience outside the 3-year window, with NAVSEA organizations.
